Conditions crystallised by scholars: the deceased (or incapacitated living person) owed the Hajj - i.e. it was obligatory on them and unperformed; the performer has already completed his own Hajj; one badal covers one person per journey; and intention names the deceased from ihram onward. The chronically incapacitated living (elderly, permanently ill) take the same ruling; the merely busy or unwilling do not.
Umrah-badal follows the same logic with lighter conditions (Umrah’s disputed obligatoriness makes scholars more lenient on performing it for others, including the living). The badal market has honest agents and harvesters of grief: verify the performer (name, residence, Hajj-permit history), demand evidence (dated photos/videos at stations, sacrifice receipts), pay fair wages (cut-price “50-dollar Hajj” signals non-performance), and use traceable channels. Best is family: a son who has done his own Hajj performing for his father outranks any agency - plan it as the family’s honour-project, not an outsourced receipt.
After performance, no certificate reaches the heavens - trust Allah’s acceptance, make dua for the deceased’s completion, and continue the portfolio (charity, dua, debt-watch for newly discovered dues).
